BatchNumberSpare Spare a group of numbers

BatchNumberSpare is used to spare a group of previously reserved numbers. The following are the allowed fields in reqparams:

*	dnlist	The list of numbers to be spared.
	comment	A comment describing the batch operation.
	flowmax	The maximum number of messages per hour sent to SMS/800.
	rundate	The date/time when this batch will run. The format of this value is: mm/dd/yy hh:mmX where X is the meridiem (A or P). To run a batch immediately, either don't use this parameter or set the value to NOW.

BatchNumberSpare sends a REQ-NSC with an action code of S. The response message is RSP-NSC.
